Smart switch, such as the ZigBee ones from GE, involli etc, which can be triggered from hub but also have a relay to physically cut off power to bulb... Do those switch continue to work as simple on/off if hub is not available for whatever reason?

If you are talking the physical switch, then yes. Exceptions would be Inovelli or Zooz where they offer the feature of segregating the switch from the relay. Once you tell the device to segregate, it doesn't revert. Loss of hub would mean that switch is non-functional. You need a hub to set it back OR use the vendors "magic push sequence" to revert.
