I have a hard time to understand how DB entries translates into machine code

It has snippets of code that run depending upon the definition of the rule. Each action runs such a snippet.

I interpret this very roughly as: the database part contains parameters that determine which Groovy method within RM is executed and the data/devices it executes on.
