I've come across this "Bug" a couple times. Is there a fix for this?
As you can see ...it says it has disabled items in it...but NONE are.
Is this in Rule Machine? If so, you may be better putting the post in that category so it gets noticed
UI glitch. I bet you had some action disabled at some point, and for whatever reason it didn't clear out the flag that leads to that "Disabled Actions" at the top. It's harmless, but I will take a look at the logic for it.

Yes, I have disabled a couple steps in the past.
The last time this happened I just made a copy of the rule, and it didn't show in the new rule.
I'm really just wondering if I was doing something that caused this...but if it can be fixed in the future that would be cool too. Confirmation it's harmless reduces my care level quite a bit too...THANKS!

Well yeah, you did something -- but I don't know what. If you encounter the sequence of steps that cause it please let me know. Looking at the code doesn't reveal an obvious cause, so it's some sequence of steps thing....

*Thanks for looking. I don't think I've done anything but disable a line or two a couple times. It has happened on a couple rules now...so I'm surprised again that others don't report this. I don't think I'm doing anything not outlined in help files....copying and moving the step orders when needed, adding lines, etcetera.
Yeah, it's certainly not that you are doing anything odd or 'wrong' at all. There must be a bug that causes this, and it would be helpful that if you happen to stumble on the specific sequence of steps that cause it, please let me know.
