Dimming lights when no motion

I am wanting to setup my outdoor smart bulbs so they fade in to 100% before sunset and then fade out to 10% brightness after sunset. I think I should be able to achieve this using the scenes and then either motion lighting app or RM.

However, next thing I want to do is to set the lights to 100% brightness when there is motion and then after x minutes change it back to 10% brightness. I am wondering how would I achieve this.

Keep it simple with Basic Rules. When motion active dim to 100% Then wait until motion stops for x minutes and dim to 10%.

If the trigger is x minutes before sunset, then Basic Rules can also accommodate this use case, the same way as above, just select "Time of Day".

Thanks. I will try this. Do you mean create one rule for both or separate? And do I still need to create a scene for fade in and fade out or basic rule can do it?

One rule for each use case (one for time trigger and one for motion trigger), no scenes needed. Here what the motion triggered rule would look like:

As a bonus to your use case, I would restrict the rule to run only between sunset and sunrise or for specific mode, unless you want the lights to come on when motion is detected any time during the day.

Bonus 2, if you restrict by mode, make sure to enable restrict only the trigger of the rule*, otherwise if the mode changes after the motion stopped for less than x minutes, the lights will not dim to 10%.
