Difference between a Paused Rule and a Disabled Rule

I am wondering what the functional difference is, if any, between Pausing a rule and Disabling a rule? I know how to do both. I also know you can pause and resume a rule from another rule. But let's say as an example I just need keep a rule from running for a period of time and I'll turn it back on later manually. Is there a difference between whether I disable it or pause it?

Paused = Rule runs but no actions taken
Disabled = Rule is ignored

That is about what I was expecting. Is there a way to disable/reenable a rule from another rule or only to pause/resume? I've not seen a way to disable/reenable so I assume not.
