Memory says that if you install your own SSL certificate, it lets you access the platform via https, not the diagnostic tool.
I did not install my own cert.
In any case, from your screenshot, it looks like it's trying to connect with HTTPS. You'll need to use plain HTTP, however that may be done in your browser, perhaps by manually typing http:// in front of the IP address or checking for settings/preferences that might be disabling HTTP.
