Are you sure it actually responds correctly from the device page? Here's my guess: the value for "switch" under "Current States" (on the device page) does not update after an "on" or "off" command, even if the device successfully turns on or off. This will confuse Dashboard, which needs to know the current switch state, since pressing the Dashboard butto toggles the device on/off and it needs to know the current state to know which command to send.
Most people have been able to fix this by hitting the "Configure" button on the device page (you won't see anything happen, except maybe in logs). This is supposed to happen on pairing, but there seems to be something odd about this device where it doesn't for many people. Also, make sure you are using the dedicated Trådfri outlet driver and not Generic Zigbee Outlet.

The device page does update state immediately and correctly. I’ve done again a “configure”, as suggested.
Here is this morning’s device log where we see the device was set on by RM5.0 rule (7:27), and did not go off until I came home (18:59). In between lots of attempt to shut it down via RM5.0 (that I guess) and dashboards (that I know).
Now the device is correctly responding from all inputs. (Even before the configure.) I don’t get it.
