Device Management would be much easier if there was a drop down list of devices was available instead of getting sent back to the top of the device list each time. Makes editing devices at the bottom of the list very tedious.
Have you tried clicking one of the column headers to reverse the sort, or used the search filter? While the sorting gets reset each time one returns to it, the search filter is "sticky" and will remain in effect when returning to the device listing.

If you setup rooms, the Rooms page is a little easier to find what I want I have found.
Also, your idea of a dropdown menu could very well be created as a user app. Sort of an interesting idea. Not sure if you redirect as soon as you select from the menu but you could have a link to the device page that open in a new tab or something.
I prefer the search. That way I narrow my list to only show devices in a room ("Kitchen") or by type ("motion"), brand ("Zooz") or type ("zigbee"). That assumes you have some sort of naming convention, like "Kitchen Motion Sensor".
Using Firefox to view my Hubitats, going back to a previous page (like the "Devices" page) goes back to the previous location on the page.
That doesn't sound normal. That sounds like a browser issue, or a browser setting that isn't a stock configuration. Which browser are you using? Phone or desktop? What operating system (windows, android, ios)?
Same here with my browser, Vivaldi, I thought that it was universal no matter the browser. That was an improvement implemented by Gopher quite a while back. He fixed it to remember the position you last visited on a page after many user requests for this feature.
That makes a big difference if you have lots of devices. I type in something like "Kitchen" and it narrows down to maybe 10-12 devices instead of a couple hundred. Logical naming of devices becomes important with this method.
