Is there any way on Hubitat (or an app that can be installed) that will show me what devices have info, trace, debug logging enabled?
Those are internal to the driver, i.e. not exposed, so no.
Hmmm .. Preference Manager can set txtEnable and logEnable, so an app can set them, but perhaps not see them?
Now you're going to make me dig into how Preference Manager works. 
Preferences aren't exposed as commands, and technically a log.xxxx doesn't have to have a preference setting if the developer doesn't want to give you a choice in the matter (or just didn't consider it).

Ok, didn't think so because I was not finding anything but figured I'd ask to cover my bases.
Yeah, that's a head scratcher. I know that preferences can't be set programatically from when I suggested that a power monitor (like ZEN15) be set to more frequent reporting when active (e.g., the washing maching is cycling) and learn that wasn't possible.
