Continued problems logging on to hub from phone while on my home network

Good afternoon,
Ive posted on this a few times but no resolution.

I have 2 hubs
c5, 192.168.1.182
Mac address 34:E1:D1:80:07:AD

a C7 i set up a week ago to get some rules working before transferring to a fruend
C7. 192.168.1.70
Mac Address 34:E1:D1:81:64:33

When i was setting it up i was having intermittent issues seeing the hub on my phone from portal.hubiat.com

I posted last week and some of the suggestions that ive tried included
Portal.hubitat.com
https://portal.hubitat.com/findmyhub
http://[hub IP address]:8081....with my ip address
Advanced discovery with the mac address and advanced discovery with the hubs IP address.
I also tried another suggestion that i was given - switching from Auto network settings to fixed 100......

None of the above helped. Doesnt show up on my phone.

Another suggestion was to assign a static IP.
I logged on to my router. Assigned the same IP as it had....nothing.
I logged on the router again - assigned a different IP...rebooted my hub. I can find the hub on my computer...but not on my phone

Both hubs are connected back to the same switch ( all ethernet cables in the house route back to a 24 port switch. I know they are on the same network as i can get to them both on my computer.

Ive tried 2 different phones and a tablet that doesn't have cell coverage.
IN all cases i can only see my C5

The only thing that i can see is different is that my C5 is registered to me..the C7 doesnt appear to be registered.
When i go to the landing page "Welcome to your Elevated Home" there is an option for register. When i press that and then continue...it just takes me back to the landing page "Welcome to your elevated hub"

When i go to my.hubitat.com i can only see the C5

Not sure if this has anything to do with the connectivity issue....hard to believe as the tablet should be no different form my computer and i can see the C7 from my computer but not my hub.

I honestly don't mind factory resetting the hub if it helps. I only have a few devices connected.

I can post any pics necessary to help.

On you phone...can you just go directly to the IP to access the web portal (without 8081)?

portal.hubitat.com uses some networking magic to find the hub that may not work depending on your home configuration.

Is your computer hardwired or wirelessly connected?

Is your network segmented at all? e.g. different VLANs for personal vs IoT devices, separate VLANs between wired and wireless, etc..

This really reads like it's a localized issue between whatever wireless connection your phone is on and the wired network that the hubs are connected to.

Still not sorted but getting some good suggestions and tests to do from rlithgow.

Previously I had the hubs in different locations in the house. The working c5 was in my stereo cabinet plugged into a 6 port switch that was connected back through the house on Cat 5 to a 24 port switch in my media took. The c7 was in a room closer to the devices I was setting up and connected back ( through the house on cat 5 ) directly into the 24 port switch.

I decided to move them to the exact same spot. I moved the c7 to the same physical location as the 5 was currently set up.

Currently both hubs are plugged in to a 6 port switch. The 6 port is still connected back to the 24.
Even with both hubs in the same 6 port I can only access the c5 on my phone. Though both have always been available on my computer. In the morning I’m going to plug them both directly into the 24 port.
But 1st. I’m going to change the network cable ( just in case ).
