I have a serving C-7 and a serving C-8. I've just added a C-8 Pro. I'm hoping that I can retire the C-7 & C-8 and consolidate all devices onto the Pro. Can that be done with the migration tools?
Not as you hope.. you can migrate either one using the migration backup/restore but not both.
After migrating one, you will have to manually move all the devices, apps and rules from the 2nd.

Well, you could export the rules from the 2nd and import those exported rules.
Yep, I'd call that a manual move. 
It should be easiest if you migrate the hub with the most devices on it to the C8 Pro, to reduce the amount of time you have to spend moving devices from one hub to another.
You might want to consider running two hubs. Gives you some additional flexibility in terms of how you handle integrations and devices. We'll also save you time in your overall move to the C8 Pro. Up to you obviously but something to consider.
