Connection Refused

This is a wemo device but it seems from the error message that it’s from the hub. The wemo device works through its app so I assume it’s sending a message and the hub is refusing the connection? Could be the other way but I don’t know how to tell.

Anyone know how to tell what side of the comms is refusing the connection and how to debug?

The Wemo mobile app will continue to work even if the Wemo device's IP address changes. I have not used the Wemo Connect Hubitat integration. Do you know if it will still work if the Wemo device's IP address is changed? The error message suggests this has happened.
