The docs https://docs2.hubitat.com/en/devices/pushover in step 8 say to add a virtual device manually. When I do that HE insists that I choose a Type of virtual device. None of them are obviously good choices, and none appear to allow me to specify a pushover driver. What am I missing?

I haven't done this in a while but I think I just created any virtual device.
Then go into Device Info and change the driver to Pushover, Save and Command | Config
Then add your API key and your User Key.
It shouldn't; what platform version are you running? Scroll down more (virtual drivers are first on this screen, as they are more likely to be desired) and you should see System drivers, including the Pushover drivers -- or just use the search field at the top to find it first.
That being said, as mentioned above, you can also create any virtual device (like a virtual switch) and then just choose the correct driver later if you prefer.

Thanks everyone. SOLVED.
I was scrolling though the virtual devices. Instead, I scrolled through the System devices and found the pushover driver.
