This is where conditions in the actions can help. You could set up the rule like this:

Motion Active
Actions
If time is between two times, then set light red, wait five minutes, turn off light
Else, set light red, wait five minutes, set light to CT.
Depending on your goals, this would use the time period to turn red, but then eventually turn off the light. Outside of the time period, it would go red but then eventually back to CT.
You could also use required expressions to further limit this rule. Days of the week and Private Boolean state could be utilize there (based on your sample picture).
