Seems I recall a comment that rules that are freshly cloned are paused by default. If they are it doesn't show up when the rule is displayed.
I don't believe cloned rules are paused by default, or at least I don't remember reading anything about that in the past and can't find anything with a search. It's also easy to test, so here's a simple rule I wrote:
Then I cloned it and (without opening the rule at all) triggered what should be both automations by changing the switch state. As expected, both triggered:
This is, of course, assuming the original rule isn't paused. If it is, the clone is too:

And true to the "(Paused)" at the end of the app name, neither rule was triggered when the switch state was changed, as they shouldn't when paused. Here are the only log entries during this time:
