I have a file I exported that contains all the rules used in a certain task. I used this as a way of backing up these rules. There are 6 of them. Later I tried to restore just one of the rules from this file. When I ran the import task it restored all six. Is this the normal behavior? Is there no way to select a single rule from the file? Thanks.
It should have offered you a selector. There is a new version of this coming in release 2.2.9, now in beta. See pm I sent you.

If you are using the latest beta software isn't there a specific 'beta' area you should raise this in?

Yes, there is one, but I somehow started this in this area. Perhaps I should not have done that, but @bravenel and others have already answered me here... My Bad.
