Can't figure out why rule did not run

I setup a rule to run every year on October 31 and it did not run. I am befuddled as to why??

Can anyone see what I did wrong. Thanks!!

Looks like it should have. If you go to the settings page, gear icon at top of rule page. is there a scheduled job for next Oct 31st?

Yes there is a schedule setup for 2023.

"periodicHandler 2023-10-31 4:00:00pm PDT PENDING 0 00 16 31 OCTOBER ? *"
