I have an arrival/departure WC piston that let's us know when someone has left home and greets us when we arrive. I am wondering if this could be done in RM? Also, since moving it over to WC in HE it doesn't seem to Resume what was playing on my sonos after it speaks the greeting or departure. Need help from all you smarty pants here!
Lots of options .... I used that same WC piston until I gave up on WC (much happier with my hub performance since I removed WC). For while I use @Cobra's Message Central and now I just use RM:
I have a similar rule for departures. They do NOT have the ability to wait for a door sensor or motion to delay the announcement, but that works for my use case. There is another app that (I think) just does announcements (not departures) that does allow for a delay based on a contact sensor or motion by @bptworld called Welcome Home you could try.
I am really trying to stick with native integrations whenever possible now so I opted for the RM version. Pretty simplistic, but works very well for me.

What happens if you have more than one person arriving at the same time?
Multiple, separate, announcements. Like I said ... pretty simplistic.
You should be able to make a rule disable it's own PB and re-enable after a delay to prevent multiple triggers within a certain window.
How would I do that?
Enable the Private Boolean restriction. Then in the actions, add Set Private Boolean False for *** This Rule ***. Also add Set Private Boolean True for *** This Rule ***, with a delay of X minutes.
This should prevent the rule from executing again during the period when the PB is false.
