I have a 5.1 rule that would set time to midnight now it sets it 01:00 it will not except and hour less than 1

What is the value in Settings > Hub Details for Time Format?
Time format is 24 hours. it was the first thing I checked.
I also checked creating a new time faviable and when you enter 0 in the hour field of the starting value it displys 0 in the input box but changes the time value to 1 in the hour field of the actual variable
Do you live in a region (or really is your hub set to one) that uses Daylight Saving or summer time? Does 23 go 0? And does a different browser have any effect?
I live in Australia and daylight saving just ended last night. And today was the first time I observed this occurring. 23 does not go to zero. same results with both Chrome and Edge
There are often oddities for a day or so after these changes, so I'm guessing that's what's happening for you right now. There are more fixes as things are discovered pretty much every year (or twice a year) for this, but that's slowed down recently, and I'm not sure if this particular one has been figured out yet...
Will this just disappear as rebooting the hubs does not work?
If it's similar to problems I've seen US users report, it will go away on its own within a day or so after the time change, and there isn't much you can do in the meantime that would help (if you really don't want to wait, maybe see if switching your time zone to UTC works? I don't know if what you set will end in UTC, local time, or a mix of the two after changing back -- I could see that last thing happening depending on what it was, e.g., a scheduled job or the value of a DateTime variable, maybe).
Yes it did return to normal, It is a weird bug. Almost seems like for a day it does not If its in 24hr mode or 12hr mode, in that in 12hr mode it is logical not to allow 00:00 - 00:59 using 12:00-12:59 am instead weird any way all back to normal for now,
