IMO, the severe CPU level, and the lack of responsiveness, suggest an issue other than PoE.

FWIW, A severe CPU level warning is common, at least for me, at boot time. If it is still present after 5-10 minutes, have a look in Device stats and App stats to see what is taking up CPU time.

Power consumption levels are not important with regard to Hubitat. They can be ignored. That said, one thing I will note is that Ciscos have issue with LLDP PoE negotiation and reporting. In particular, some will report that the maximum of negotiated (class) power as being the actual consumed power. Given that yours is reporting consumption of 15.4, it would appear to be one of these. You can disable inline power negotiation for the Hubitat PoE ports to address this.

I appreciate your feedback and I don't disagree i suspect the apps are a different issue.....too many balls in the air this hub is also running beta code, i just consolidated hubs, (had 2 one as a "radio" one as "Apps") Ports @ 30W i killed negotiation, and policed it to 30W. Going to let it marinate
