C8 Pro, new to me

I don't think its been deregistered, blue light then green light but hub cannot be found either by app or router, help please

First step is to do a network reset, that will reset it back to DHCP so it can get on your LAN.

Then if you want to be sure it is factory reset use the diagnostic tool to do a FULL RESET (it is in the advanced section).

Thanks, I'm getting somewhere now and the vendor has deregistered it a short while ago

FULL RESET will also deregister it for you, unless it is locked into a subscription.
