C8 Hub will not finish boot

I have a C8 that has been running for quite a while flawlessly. I notice some automations were not running and in discovery I found my hub will reboot and go directly to a solid blue light and stay there>
I can find the IP address with the discovery tool both locally and online but cannot connect to the UI
I cannot connect to the 8081 port to get the diagnostic tool.

Numerous reboots
Rebooted the switch the hub is connected to (no activity on port)
Swapped to another port
pinging the IP address shows sent 4 received 4 lost 0 Destination host unreachable
I have a year old backup (from the C7 to C8 migration I think)

Any ideas of how to get his hub communication again short of a hard reset?

go to yourhubscurrentip:8081 and you should get into the maintenance tool. Do a soft reset and restore from a local (or cloud backup if you have one) This will maintain both the z-wave and zigbee radios.

Have you tried pressing and holding the little network reset button on the bottom of the hub for about 10 seconds? It simply sets the hub to use DHCP again. It will not change anything else on the hub.

sorry, didn't see that. Can you download angry ip tool and do a full scan of your network to make sure that the hub ip is correct? (Also advanced port scanner is good). Do this after following @ogiewon 's advice.

The finder tool is seeing the hub at its original IP address Just cannot connect to the User Interface.
Trying not to change too much as a shotgun approach

For some reason my staticly assigned IP had changed . I was able to find it and get into the diagnostic interface.

Set a DHCP reservation in your router for your HE -- note this is not the same as a static IP. For most folks (myself included), a DHCP reservation is the better play versus messing with static IPs.

I have DHCP reservations on my router for all of our always-connected internet devices.

As said, set a DHCP reservation, not both DHCP and Static...
