My C8 hub is not listed as a source so am unable to swap devices. Am I doing this wrong?
The 2 listed hubs are the existing hubs, the new hub is not listed.
I believe the source hub should be your old (C-7) hub (that you migrated FROM).

The instructions say to shut the old hub down in step 5 and Mesh swap is after the last step. I don't turning the C7 back on.
You don't need to turn it back on.
The old C7 isn't in the list either. But I named them the same. So maybe I should rename the C8.
Reboot the hub you're doing Update on. If the old C7 is shut down, it will drop out of the mesh and will appear with a hub id instead of a name.
If it's offline, you should see a UUID for the old hub identifier.
