I have read posts where it is said that V1 zig devices on a C-7 HubProtect cloud backup can be restored to a C-8 / C-8 Pro True?
One would have to restore the entire zigbee radio database backup from the C-7 to the C-8/C-8 Pro. It is not possible to selectively restore just a handful of specified devices.
Further, it should be noted that any devices previously paired to the C-8/C-8 Pro will no longer be paired to it, and the MAC address of the zigbee radio on the C-8/C-8 Pro would change to the MAC address of the zigbee radio on the C-7.
You'll also lose any ability to reset-restore if you run into any issues with your V1 devices... Any reset devices will never come back to the C8 unless you do another full restore of Zigbee from the other hub.
This is one of the reasons why I left all my V1 devices on my C7 and share them to the C8. Just much simpler and easier manage everything to do with the V1 devices when they're on a hub that fully supports them.

Thinking about the future and evaluating purchase of Hub Protect. If its true I could recover from a failed C-7 much quicker with a restore to a C-8/C-8 pro.

I realize you are keen to continue using the large set of Iris V1 devices you have. Your best choice would be to keep spare C-5 or C-7 hubs around. And then integrate Iris V1 devices paired to these hubs using Hub Mesh. There's no easy/stable workaround to pair new Iris V1 or AlertMe devices on a C-8 or C-8 Pro.
Are referring to Lowe’s Iris v1 Zigbee devices? It is not clear from your title, nor your post above. I just don’t want others to be confused by what you’re asking. There are also standards compliant Zigbee Home Automation v1.2 (ZHA 1.2) devices.

It would take a long time to re-pair all the V1 devices. If I could restore them all at once to a C-8 it would be quick. Then I could use a spare C-7 if device fall off or need to be reset.
I read the documentation first before asking. If you would be so kind as to point it out I would appreciate it.

NOTE: A restore will reset and overwrite the main hub's database plus one or both radios, depending on the options selected. You cannot combine hub database or radio backups from multiple hubs.

Yes, you can. And it will work.
However, if an Iris V1 device falls off the network for any reason, it cannot be paired back to the C-8, unless you restore from a cloud backup.
From the post you replied to, it sounded like you were asking about selectively moving devices from one hub to another. In any case, the above is correct that a paired Iris V1 device can be migrated to a newer hub that does not support pairing them directly. This is not specifically documented because, among other reasons, it cannot be guaranteed that it will always work, but it does now; and there are no longer any C-7 or older hubs for sale (from Hubitat, at least ... to say nothing of Iris devices themselves), so it's not a viable or relevant option for new users.
Theoretically possible but since the Iris V1 devices are not supported on C8 and C8 Pro hubs, there is no guarantee that they will work after restoring the Zigbee mesh on the newer hub.
We will add a disclaimer to the Hub Protect documentation to clarify that restoring incompatible devices to a newer hub model may cause devices to fail to restore or to continue to work properly afterwards.
