I don't know if this is the right place to post bugs, but here goes.
The Driver for the Leviton DZHD Dimmer has a "Turn On Indicator" preference that does not appear to work. Setting one of the three values does not change the device plus I see no log messages when this is done.

I'm using the Basic Z-Wave Tool to send an option to a Leviton DS6HD dimmer. The option sets the state of the Indicator LED, it is Command 7, 1 byte, with either 0 (always OFF), 254(Status Mode), or 255( default, Locator mode).

I'm sending 255 as the data and it acts like I'm sending a zero. Sure enough the logs show I AM sending a zero.

Anyone have trouble with the basic tool sending the wrong data? Or am I doing something wrong.
Seems there's helpful responses there.

No, this is a different issue. Yes, using the Z-Wave Basic Tool is a work around for this, but this problem is in the official Leviton DZ6HD Driver.

My Zniffer confirms. Doesn't matter what selection is made, the packet to the device has Zero as the value. (parm:7, size: 1, value:0)
