I just purchased a brand new C-8 Pro (firmware 2.4.4.133) and cannot get any Z-Wave devices to include or exclude.
Devices tested:
• Leviton Decora Smart Z-Wave Switch – model DZ15S (500-series Z-Wave Plus)
• Tested two separate DZ15S switches (same model)
• Both factory reset confirmed (14-second hold, red/amber flash)
Symptoms:
• Z-Wave enabled.
• Inclusion and exclusion both completely silent — no frames received.
• Even during exclusion, hub never logs “Unknown device excluded.”
• Logs show:
• “Network responded with Busy message”
• “Inclusion timed out, status:7”
• No devices ever appear.
• No ghost nodes.
• Hub physically within 6 feet of switches.
• Region set to US (not LR).
• Full shutdown performed (power removed 5+ minutes).
• Switched to ZWaveJS — radio briefly showed “enabled but offline,” then returned.
• VersionReport shows radio firmware 7.18 responding.
This is a completely fresh hub with zero paired devices. Devices have never been included on another hub.
I would appreciate some help on if I’m doing something incorrectly or if I have a defective hub.
Try here first but it sounds like you know what you're doing.
If you have no success there the guys at Hubitat are very responsive especially on a very silent ZW hubs like yours.
Thanks for the thought. The model is slightly different. Mine has both the top and bottom rocker. The only thing I just tried again was to kill the power from the breaker after the factory reset but still no luck getting anything to work.
@croweflight I did try that. According to the device instructions it times out after 20 seconds so it should be enough time to start the inclusion from the hub too.
You still have not stated what power supply you are using.
One other thing to check might be the antennas, shut down and unplug the hub. Take both antennas off and swap them, make sure they are snug. Power the hub back up. This would rule out if you have one bad antenna (has happened before).
If you are using the OE supply and still having the issues with Zwave not responding after that then you need to fill out the warranty form. There is really nothing else anyone on here can do for you.
Also this should not even be possible:
Normally on the C8 or Pro if you select US it will just go back to US-LR by itself. You cannot turn off LR support. The US (no LR) option is for older hubs.
I’m using the power brick the device came with, no PoE. I do have it on an extension cord to bring the hub within inches of the switch. Without the extension cord it still did not work.
I swapped the antennas (that’s a new troubleshooting step I haven’t tried yet) but unfortunately after a reboot still no luck.
I changed from US-LR just as another troubleshooting step but I switched it back and ran though all my other troubleshooting steps too. All still to no avail.
I just posted for the warranty info. Personally I really want to make sure I exhaust everything because I’m likely missing something obvious.
You could try this if you want. If you have anything on your hub you want to save, create and download a backup first. Then go into the diagnostic tool and do a SOFT RESET which resets the hub database. Then as soon as it reboots go back into the Diag tool and do the zwave radio reset. It should reboot again. You could do a second radio reset for good measure if you want, in some rare cases it may not actually reset it the first time. Then you can go back into the fresh hub from the normal UI (do not restore any backups yet).
From here I would just try exclude. Have the logs open in another tab. Go to the zwave details page. FIRST put the device into exclusion mode, and then within a few seconds start exclusion mode on the hub. This is the recommended order now when you remove a device (device first then hub), I have tried it and it does work this way. It should very quickly find and exclude an "unknown" device. This is the most basic low level test to see if the radio is functional.
Same situation on the hub. No response to exclusion. I think that finally exhausts everything from the hub side.
I’m wondering if I’m misunderstanding the switches. On both I have set up I’m holding the upper rocker for 7 seconds until it blinks amber. I’m positive it’s a ZWave device.
Either way, if it is defective I’ll need to wait on hubitat warranty support to reply back out to my inquiry.
Lordy. Those instructions are nowhere on the instruction manual in the packaging. Of course the AI has the answer though.

I believe one of the test Leviton devices I have has similar confusing directions. I do remember it took me a while to figure out the proper sequence the first time I did it.
