I believe what he meant was the HEOS driver allows for text to speech (among other controls and such) thru the appropriate connected devices such as the Denon receiver. If there is no need to control other devices and only interested in the receiver that sounds like an appropriate way to go. For anything beyond that Harmony makes good sense.

Receiver will need an input device connected...Chromecast device or Alexa equivalent. I'm not aware of receivers that do that navtively.
Harmony can do that - you can connect it to GH (and I believe Alexa) directly using the Harmony provided integration, and then use voice to turn on your system, adjust volume/mute, pause/play, etc.
