Basic Rules app - "set level" (or color) question

In the new Basic Rules app, does the "Set level" (or "Set color" or "Set color temp") command inherently turn the light on as well, or does a separate "turn on" command need to be added too?

yes, if the device is off, and any of these commands are issued the device will turn on.
