Is there there any way to organize Basic Rules into groups and maybe sub groups within the App?
No, like all apps, they're just listed alphabetically. So, you can use a creative naming scheme--the only option at the moment. (Others have made requests for similar features in other apps, but there are no hints that any such thing is coming.)
