I'm not sure what you're talking about, so I tried a few different things. The lower-right corner of the "Apps" icon has "+" sign, but I'm able to click anywhere in that icon (or the text or anywhere in that "row" as highlighted when hovering over) and load the Apps page without problem. The "+ Add User App" and "+ Add Built-In App" buttons also worked once I got to that page if that is what you meant.
But: your thread title and first half of your sentence says "Application," while your screenshot and second half of your sentence says "devices." So, I tried "Devices" too. The only plus sign I see related to this is "+ Add a Virtual Device," which also works for me.
In all of these cases, I tested with Chrome and Firefox on Windows and Safari on iOS. If one of the above is your problem, what browser and OS/device are you using? Internet Explorer is not supported, nor is Edge (though I suspect the new, Chromium-based version with the multi-colored icon would be fine).
As a final point of confusion, I'll note that you again said "application button" and stated that this is where you can "see all the devices compatible with Hubitat." This is not the case for either the "Apps" link or the "Devices" link. Apps are automations, where you can usually choose (existing) devices and what kinds of things to do with them; "Devices" are things you've already added to Hubitat. Neither will show you a list of things you can add, though some apps and the LAN-discovery device options may help you find existing compatible LAN devices like a Hue Bridge or Sonos. I just want to make sure you don't mean the actual compatible device list, List of Compatible Devices - Hubitat Documentation, from the docs instead.
I've been running this for a while and haven't come across any issues.
