It used to be a checkbox, where checking it disabled the app. Changed to a toggle in the new UI for 2.4.0. The heading says Disabled, so when "on" the app is disabled.
I agree it would be more logical with the new UI to have the column heading to be "Enabled" where off is Disabled.
This came up in Beta testing, and I don't think there was ever a consensus as to which is the "correct" way. It is all a matter of perspective I suppose.
I think the checkbox was a lot easier to understand. Maybe there is some way to better indicate what the meaning of the switch being blue vs grey is? Or go back to a checkbox?
IMHO, grey (as in Grey’d out) ALWAYS means disabled :-). As far as labeling the column, you have to either eliminate the label, or put something like ENABLE/DISABLE.
I like the switch, and found the checkbox a bit confusing TBH. With the right color, and confirmation when you throw the switch, I could see leaving the column title blank.

I look at it this way. Whatever position the vast majority of the switches are in and things mostly work, then the switches are in the correct position. If nothing works, then they must be wrong.
I read it this way.
The column is a 'is the app/device disabled?'.
If it is blue (slide switch on), yes it is disabled. Off, not disabled.
As said above there has been a bit of discussion about this and I suppose it comes down to how you read it.
This is starting to remind me a little of NO vs NC contacts. Is the normal state the state when powered or unpowered? ![]()
I personally prefer (agree with) the way it is now.
From a visual clutter perspective, the way it is now works better. The normal state is enabled, and the color highlight indicates the abnormal state. How many users have most of their rules disabled with only a few enabled?
Even if the switch direction were reversed, gray wouldn't be the appropriate color for disabled. I understand gray for disabled when selecting a check box for an optional feature in software, but for this I think I'm on team "on means the disable function is enabled".
Similar to debug logging. Default state should be off/gray.
