Problem with Dashboard Thermostat Controller

I'm having a very specific issue with using a thermostat controller on a dashboard. The issue is only when changing fan mode from "Auto" to "On" on a controller thermostat device, which fails to make the change on the controlled thermostat (a Honeywell T6 Zwave Thermostat). If I make the change from "Auto" to "On" fan mode via the thermostat controller device page, it works just fine (as do other mode changes).
