I have a time variable for when a wake up sequence starts. It shows an hour behind what it should be. I click on it to change it, it shows correct until I hit save. It even seems to be displayed correctly in all associated rules and in hub variables page.
Thanks for pointing this out. I am seeing same thing. It's a time variable, so I don't understand why it changed at all.
The variable when I click on it shows 4:00AM, but when I hit save it goes back to 3:00AM.

Check the time of the computer/tablet vs. Hubitat. I have seen this happen once, had to reboot my amazon tablet and it corrected it. The browser time didn't sync up with the system clock of the tablet.
This is exactly what I am seeing. It's on dashboard I made for our phones. Clock on the phone is correct.
When I noticed it, I restarted hub and phone.
Just got to work and it shows the same on my work computer, the screenshot above was from my home computer. It also is an hour behind on my IPhone using either the app or the chrome browser for IOS. All clocks on all devices are correct.
All that said the rule triggered at the correct time this morning 4AM.
[edit]Also just noticed that on the hub variable page the value is listed correctly as 4:00AM. So it's just the dashboard that is the issue.
This is all the exact same for me. I am almost suspecting the B word in regards to variable handling.
I had another rule not run this morning because of a setup rule triggered at the incorrect time. It has a trigger set for 12:00am and in the rule I have an IF that if it's 12:00AM then reset a variable and exit rule. Since it triggered at 1:00AM the IF did not execute and the variable was not reset.
I am seeing this same behavior, both on phones and PC. I have rebooted the hub but no change.

Has anyone else seen this behavior and found a solution?
It seems like several others have but it has gone unaddressed. I know development team is aware of it though. They are currently in a beta testing phase and I suspect it's on the to do list in that.
@gopher.ny any thoughts on what I should check?
