Can the echo skill control Hue groups?

Yes, though unless you have the old (round) v1 Hue Bridge, there's no reason to use Hubitat for this; you can integrate it directly with Alexa. If you're using Hubitat, you'll need to turn off the "Exclude Hubitat-integrated Hue devices" option in the Echo Skill app so that they are not removed for you (this is enabled by default to prevent duplicate devices since, again, the Hue Bridge is capable of direct integration).
