Where did my rules go? I rebooted again and still no rules.
Are you sure they're gone? It's likely you might just need to use the arrows to expand the list (either next to any parent app or the ones at the top for all apps). See: Apps Page | Hubitat Documentation

You are correct, I was clicking next to the arrow and not the actual arrow to open the list up. Thank you!

I gotta say, not a fan of the new way rules are being shown, with the dropdown arrow. Seems like a solution to a non-problem, and makes it a real pain to edit rules from a mobile device.

When I saw the greater than sign, I clicked to the right of it assuming it was the same link. I never realized it was two separate links there. I was using Windows, with them being so close I can just imagine it must be difficult on a touch interface to select the correct link.
