I read somewhere about an app on hubitat, some hue bridge emulator, which allows to control devices with alexa but without adding skill and does not require cloud access.
Alexa app is really terrible how it looks and work. I would like to use that app. How to install it on hubitat?
Besides I connect everything thru free vpn on router and often get message “cant connect to cloud” when trying to log in to my hubitat com Not sure would be able to use skill as it requires to log in to my hubitat
Clarify your network topology and it is likely the community will assist you in getting the built-in Amazon Echo Skill to work.
This app was not very functional vis-a-vis device types and was deprecated in favor of the Amazon Echo Skill many years ago. It is no longer available for installation. I will reiterate that it should be possible to get the Amazon Echo Skill to work even if your hub is behind a VPN, as long as that VPN is properly configured.

If the corresponding assistant app is not installed, the buttons are disabled (grayed out). There are links to install the apps, at the bottom. Once the app is installed, you can share a device with a voice assistant from the device details page without opening the app. Opening the app is still an option:
