I have a number of Sensibo IR controllers. They are a bit pricy (around 100 bucks each) but are excellent and supported by a community driver here which works well (although it is still reliant on their cloud service). There is also a Broadlink community driver which supports their IR controllers. The RM mini 3 is very cheap and may be a good solution. It's also a local integration, so no need for cloud/internet access (make sure not to buy the newer v4 model which doesn't work locally). Search for these on the forum. Hope it helps.
