It disappeared many platform versions ago (and wouldn't work on Z-Wave JS nowadays anyway).
There are some drivers that can set association. Some might be written for your specific device. What is it? Others are more general. I know this community offering can at least view but might be able to set as well: [RELEASE] Z-Wave Universal Device Scanner.
In the event you need something not found anywhere else, if you know how to format raw hex commands for the legacy Z-Wave stack, writing a driver that does exactly what you want isn't that much harder -- and likely easier if you don't.
