When first user added there is no more link to /hub/addUser uri on the page. When typed in browser - user form is working. So looks like template only issue
Yes. The local hub security only allows for a single admin account to login in locally to administer your hub.
You can add other accounts to your Portal account so they can be added to your hub and login via the mobile app.

So you found a way to add more and you are correct. However the normal user flow is to only allow one admin login to the hub to avoid confusion between securing the admin interface and logging into the mobile app.
Will add a ticket to disable this as well, as there really isn't any reason to have multiple admin local accounts.
