Add setParameter Custom Command For System Z-Wave Drivers

I've found the setParameter Custom Command in several community drivers very useful to change settings on the fly.

For example, I use it in rules to light and change led colors on Zooz switches.

Specifically, this command could be used, for example, to change colors on the Zooz ZSE50 chime siren on the fly, i.e., via automation. So, that could be a first rollout. :slight_smile:

As a footnote, I must say, I don't understand the institutional resistance on implementing a setParameter command.
