is it possible to activate a scene via the dashboard? if yes how do I do that?

Yes, it's possible. When you create a scene, that creates a device with the same name as your scene and with type device activator.
Add a dashboard tile with the device that's the activator for your scene and use the Scene template. Here's what the setup looks like:
This only works with Scenes created within the built-in-app, and default physical hardware actions.
To configure and capture scenes from physical hardware (double tap, push and hold) one must now use the RM 4.0, which no activator is created automatically.
