Assume 2 hubs, if all routines are on hub 1 and all devices on hub 2 and the routine starts, which hub does the signal for the operation come from to operate the devices, hub mesh is used

Unless one of the devices is used for the trigger, but it is a timed or other event in the rule, the signal comes from the hub with the app to the one with the devices. The one with the devices will send out the signal to do the actual task.
