A brand new C-7 does not want to boot

I have just connected my brand new C-7 to my LAN (Ethernet cable first, then power) and the blue light stays on, never changing to green. I can see the C-7 on my network map as a 'wired client' with the correct MAC and IP addresses. When I try to connect to this IP address from a browser (Chrome 96), I'm getting the ERR_CONNECTION_REFUSED message. Tried to reboot the network, re-power C-7, etc. Still no success.
Any ideas?

Hi there, if you didn't do so already, please send us an email to support@hubitat.com along with your hub's MAC address and purchase order, if you purchased the hub from one of our partners. Persistent blue light is not a good sign. There are a few things we can try, but you may need a hub replacement.

Tried this. Got the diagnostic tool page:


After downloading the latest version (of the firmware, I presume) and updating hub's time, there is still no change.
From the Diagnostic Tool I've also tried rebooting the hub, but it continues to display the message:
Waiting for hub to reboot...
Soft Reset also did not work, giving the error message: Error: Request failed with status code 401
Same with Safe Mode.
I guess I will have to return the hub to your Australian partner from whom I've bought it.
