3 Leviton dimmers refuses to include in Hubitat but works with SmartThings

I have used Smartthings with all my Leviton dimmers for many years. I had purchased the Hubitat few months ago and was able to include majority of my Leviton switches except for 3. I had given up out of frustration and tried again this weekend. Frustration started to build up again and I need your help.

I had plugged in the old Smartthings hub and was able to exclude/include my devices with no issues. I excluded them once more under Smartthings and powered the device off. I've learned of ghost devices and had factory reset my Hubitat and started the inclusion process. Still no luck.

I have tried air-gapping and holding down the button until it's amber (7 secs) and also resetting at the red (14 secs).

Please guide me on what I'm doing wrong.

Need the model number, should be under the cover plate on the face of the switch.

I was able to pull one switch out. Model VRI06-1LZ.

What hub do you have and what is powering it? PoE splitter by chance?

It's a Hubitat C-8 with latest firmware. No POE. Plugged in to a 5 port switch (same as the original SmartThings).

So are the 3 that wont include all the same model and are they the only 3 of this model? Or do you have others of the same switch that included OK? Just trying to figure out if its something with this model or what the problem might be. I tried to find some info on them, I think they are possibly 400 series chips which is pretty old but should still technically be able to pair.

All of them were purchased around the same time. I have about 8 Leviton switches around the house. They've worked with no issues with SmartThings. These 3 refuses to include. I was only able to pull one switch out. The other 2 are in use. If I can get this 1 going, I am sure it probably the same process in the inclusion.

Sounds like then for whatever reason those ones are not talking to the 800 chip in the C8 for some reason. I think Smart Things might still being a 500 series zwave chip?
