Click "Basic Rules"
Click "Remove Basic Rules"
Click "Remove"
Click "OK"
Screen refreshes back to the Apps display, and Basic Rules is still there... No entries in the log at all.

Basic Rules is auto-installed on all hubs. That's probably what's going on. Will look into it.
No worries - it isn't a real problem for me or anything. Just thought I would report it, since I saw it.
Side note on this, my C5 hub on 2.2.6.133 doesn't have Basic Rules on it, so it isn't auto-installed on ALL hubs.
Well, see if after you install it you can remove it. It is auto-installed on NEW hubs.
I installed it, and can uninstall it, on my C5.
As the C4 originally mentioned is also the one that won't upgrade to 2.2.6.133 (reported in another thread), maybe something is borked in it. I'm going to reset it and tinker - it is just my dev hub with no z-devices of any kind, so it is easy to blow away and start over on.

After a platform reset on my C4 dev hub, on 1st boot the app is-preinstalled and can't be uninstalled (same behavior as the OP).
So you may be right - this may be by design on new hubs. No worries! Sorry for wasting time.
You should be able to remove it.
OK, last bit on this tonight - I promise, as this is really as minor thing.

What's the performance or other hit/issue with an unused app being "installed"?
